CASUAL STALL GUIDELINES

 

1 Introduction


South Melbourne Market’s goal is to be “Melbourne’s most authentic community market” and to become the pre-eminent market of choice for shoppers. The Market is looking for colourful, unique and diverse products and bargains that can’t be bought everywhere.

 

As a local community market, South Melbourne Market makes casual stalls available for licence. Whilst it is common for markets to hold a number of stalls for casual use, over time the ‘casual’ nature of these arrangements often become semi permanent.

 

A Mix Strategy identifies the need to align stall type with the demographic profile of the local community. Casual stalls are required to complement the overall market mix and must be casual by definition. Casual stallholders are expected to comply with standards and operating requirements of all stallholders at South Melbourne Market to ensure the market is fully active and vibrant on Market trading days.

 

The Casual Stall Guidelines have been established to:

  1. Protect the diversity of the Market’s overall offer (including avoiding product duplication with permanent stallholders), and ensure casual stalls are filled on a regular basis.
  2. Casual stalls are located in various parts of the Market and may be relocated from time to time as identified in the Mix Strategy or for operational reasons.

2 Role and Purpose of Casual Stalls


The South Melbourne Market is committed to the continuing involvement of casual stallholders at the Market in terms of:

  • The opportunity casual stalls afford aspiring permanent stallholders in getting experience and a foothold in the Market.
  • The role casual stalls can play in filling out aspects of the Market’s offer that might not currently be delivered or delivered adequately by permanent stalls.
  • The dynamic role of casual stalls is an element that contributes to the shopper’s experience and needs to be preserved as a small but important element of the Market experience.

3 Application Guidelines


Casual stalls will be licensed on the following basis:

  1. Licences are subject to limitations on their repeatability.
  2. Stall type and range of goods must be complementary to Mix Strategy as determined by the Market Manager.
  3. Casual stalls must be confined to the location and approved offer as approved by Market Management.
  4. Casual stallholders will be required to comply with Stallholder Policy Guidelines and Stallholder Display Guidelines.
  5. Casual stalls will be allocated by Market Management. Stallholders will not nominate stall location.
  6. Where the number of requests for casual stalls exceeds available stalls, stalls will be allocated in order to application received (so long as they satisfy Mix requirements).
  7. Stalls used for personal services, eg massage, may be limited to one operator per stall.

4 Booking a Casual Space


Application for a casual stall is subject to approval by Market Management. Applications are assessed on the basis of the following:

  1. Applications shall be approved at the sole discretion of South Melbourne Market.
  2. South Melbourne Market reserves the right to terminate the Casual Stall Licence at any time.
  3. Licensed casual stalls must not overlap with designated stall types, eg jewellery, children’s wear and women’s footwear.

Applications
The following guidelines must be adhered to:

  1. Applicants must nominate required dates at least 48 hours prior by calling the Market office on (03) 9209 6295 or visiting the office in York Street. (In the case of weekend bookings, bookings must be lodged by 4pm on Thursday.)
  2. Market Management will advise applicants if their application is successful.
  3. Upon being advised of booking success, the applicant will be asked to provide a credit card as security.
  4. Applicants must arrange payment in advance (as per chart of charges below). Bookings are only confirmed when payment is received.
  5. If a casual stallholder has been advised of booking success but fails to show up for any dates that have been booked, the credit card will be charged for the full fee for that day. There will be no refunds.
  6. Casual Stallholders must register at the Market office between 8.00am and 9.00 am on the first day of their contracted period.

Conditions
The following conditions apply to all casual bookings:

  1. The Market does not guarantee that there will be a space every weekend – preference will be given to stallholders seeking to trade across all four Market days.
  2. Stall location will be at the Market’s discretion and may change each day.
  3. Failure to show for two consecutive bookings will result in the immediate cancellation of the remainder of a booking. Failure to cancel a booking with at least 48 hours notice will constitute a ‘failure to show’.
  4. All licence agreements must be signed prior to commencement.
  5. Payments must be made using credit card, EFTPOS or cash.

5 Casual Stall Category and Description


Preferred Stall Type
As defined by Market Management from time to time.

 

Specific Exclusions
In addition to items identified above, the South Melbourne Market WILL NOT PERMIT the sale of certain items in the casual area. Specifically, no -

  1. Livestock e.g. rabbits, dogs, reptiles, cats and birds.
  2. Unpackaged or packaged food and beverage items or any foodstuffs unless Food Act registration can be demonstrated at the time of application.
  3. Pirated or counterfeit products.
  4. Food tastings of any description.
  5. The Market currently has an over abundance of jewellery, footwear, imported fashion goods, massage, homewares and manchester.

6 Casual Stall Fees & Limits

  Days of Operation Licence Fee Conditions
A Wed, Fri, Sat or Sun $45 After four times in a six month period, may upgrade to B. (Preference will be given to licence types C & D.) Fees payable in advance - daily.
B Saturday & Sunday $90 No more than four times in a six month period. May upgrade to C. (Preference will be given to licence types C & D.) Fees payable in advance - weekly.
C Week licence (four days) $180 No more than four times in a six month period. May upgrade to D.  Fees payable in advance - weekly.
D One Month $605 Fees payable in advance - monthly
E Three month licence $1,820 Mandatory four days per week. Fees payable in advance - quarterly.

 

7 Stall Procedures


Loading and Unloading
At the end of each day of trade casual stallholders are required to remove all display items. No storage space is provided. Casual stallholders may drive into the Market from the centre York Street entrance from 6.30am to set up. All vehicles must be out of the Market by 7.30am.

 

Parking
Parking is not provided by the South Melbourne Market. On Market trading days market car parks have a two hour limit but require no payment. Parking in the loading bay is prohibited.

CLOSED: Monday, Tuesday & Thursday & some Public Holidays: Christmas Day and Boxing Day, Good Friday. Other public holidays are at the discretion of the Market Management.
