CITY OF PORT PHILLIP BUSKING CONDITIONS
To obtain a busking permit you must come to the Market Office on a Market Trading day with a passport sized photo of the busker(s).
A person must not engage in busking without a permit as stated in Port Phillip Council Community Amenity Local Law No.1, and/or contrary to any condition herein. Buskers may be asked to stop their performance and move on, and/or their permit may be revoked.
Busking is defined as playing a musical instrument and/or singing, conjuring, juggling, mime, mimicry, dance, puppetry, performance art, recitation and other appropriate theatrical and visual forms. Pavement Art should only be applied using materials that can be washed off with
The locations in which busking may be permitted is the South Melbourne Market as specified by Management of the South Melbourne Market.
That no obstruction to pedestrian or other traffic movement will be caused by a busker/s.
Busking permit holders are not permitted to ask for or necessarily expect payment of any kind based on their busking performance.
Directions of members of the Victoria Police Force or authorised Officers of the Port Phillip Council must be complied with at all
Permits shall not be held by persons performing on behalf of any political or religious organisation.
The permit holder shall not advertise or associate him or herself with advertising in conjunction with any performance.
The use of mains or battery powered electrical amplifiers are strictly prohibited.
Busking activity which causes annoyance to shopkeepers, local residents or the general public may be terminated at the direction and/or discretion of a member of the Victoria Police or an authorised Council Officer.
No nuisance may be committed. Buskers must not upset any member of public by their performance/behaviour.
Buskers must keep clear of entrances to shops and buildings at all times and are not permitted to busk in front of or beside Bank Automated Telling Machines (ATM’s).
No permit holder may sell, offer or expose for sale any article or commodity.
A permit holder (including his audience) must not interfere in any way with an entertainment or activity approved by Council, including encroaching on.
Permits are not transferable.
An individual busking permit is required for each person engaged in any busking activity. A passport-sized or similar photograph must be attached to the permit to identify the permit holder.
Pavement art of any form must be of a non permanent nature.
The busker must obtain Personal and Public Liability Insurance.
